Duties and tasks of the division
Auditing and promoting the promotion transactions of our university professors for academic degrees (professor, assistant professor, teacher). Promoting the promotion transactions that transfered by the Ministry of Education and ministry of higher education and information technology . Sending tables to the Ministry of Higher Education and Scientific Research that include the movement of scientific promotions promoted by us (fulfilled and under completion) Preparing minutes of the meetings of the Central Promotions Committee and other topics. Preparing statistics for different Academic degrees periodically.

Instructions for scientific promotion in universities and technical institutes

Scientific promotion’s requirements

                      Article 1

The one who is granted the degree of teacher is required to meet one of the following two conditions:

First – has a ph.D. or its scientific equivalent, or to have the highest scientific, , technical or professional degree in disciplines in which ph.D. is not given or scientifically equivalent certificate, provided that the period of study to obtain this certificate is not less than three years after the initial university certificate.

Second, he must have held the degree of assistant teacher in one of the Iraqi universities or the technical institutes for a period of not less than three years and during this period obtained an average of at least 70% in the teaching staff performance evaluation form, during which he published at least two valuable scientific researches, which was alone in one of them.

                    Article 2

A one who is promoted to the degree of assistant professor is required to meet the following conditions:

First – He must have held the degree of teacher in one of the Iraqi universities or the Technical Institutes Authority for a period of not less than four years.

Second – He must have obtained during the period mentioned in paragraph one, a rate of at least 70% in the teaching staff performance evaluation form.

Third – During the period mentioned in paragraph I, he published at least three valuable scientific researches, one of which was alone.

Article 3

Those who qualify as a professor are required to meet the following conditions:-

First, he must have held the degree of assistant professor in one of the Iraqi universities or the technical institutes for a period of not less than six years.

Second – He must have obtained during the period mentioned in paragraph I, an average of at least 80% in the teaching staff performance evaluation form.

Third – During the period mentioned in paragraph I, three original scientific researches were published at least one of them alone .

Article 4

The President of the University, the President of Technical Institutes, the President of the Supreme Commission for Medical Specialties, the Assistant to the President of the University, the Dean, the director of the Center, the Assistant Dean and the President of the Scientific Center, and the employees of the Ministry, University or the Authority who occupy a scientific degree shall be considered to meet the provisions of paragraph (II) of Articles (3,2) of these instructions if he holds a position of originality for a period of not less than half of the period that he should be spent before applying for promotion to a higher degree .

Article 5

First, the researches and literature submitted for scientific promotion must be:

A- In the exact or general field of specialization of the demander of scientific promotion.

B- Published or accepted for publication. At least one of them must be published and has not been submitted in any previous scientific promotion.

C- Not derived from the theses of high diplomas, master’s or ph.D. theses for the promotion demander.

D- Published in the field of competence of the scientific journal itself.

E. Achieved during the current academic degree of the promotion demander

II. The research or author adopts the first three participants.

III. A reference or source can treated as research may be submitted for once in each promotion and considered equivalent to one research.

Fourth, the joint research that includes more than one discipline is evaluate by more than one evaluator and a specialist.

Article 6

Taking into account the provisions of Articles (2-3) of these instructions, researches from the Higher Diploma, Master’s and Doctoral Degrees theses that have been completed under the supervision of the applicant for promotion may be approved for the purposes of scientific promotion. If published or accepted for publication in the name of the postgraduate student and the applicant of scientific promotion, it is subject to evaluation and does not benefit from more than one research derived from each thesis.

Article 7

One research given in a periodic scientific conference for the purposes of scientific promotion may be accepted if it is published in its entirety within the proceedings of the conference or approved scientific journals and its abstract is not accepted for the purposes of promotion.

Article 8

Private and confidential inventions and research are accepted, which are excluded from the requirement of

scientific publication by order of the competent minister or his authorized representative for the purposes of promotion if it is subject to the evaluation procedures stipulated in these instructions, provided that the applicant for promotion does not benefit from more than one confidential research per promotion.

Chapter two

Scientific promotion procedures
Article 9

First – the formation in each college of a committee for scientific promotions consisting of:

1- One of the faculty members with the degree of professor or assistant professor in the absence of anyone with the degree of professor chosen by the college council as president.

2- Four faculty members with different specializations in the degree of professor or assistant professor in the absence of a professor with a specific specialization, selected by the college council as members.

Second – If the number of departments or branches of the college exceeds seven, the number of members of the Promotions Committee shall be seven (including the President) and shall be chosen in the same specifications and the manner stipulated in paragraph (First) of this article.

Third – When the required competencies or scientific degrees are not available in the members of the Scientific Promotions Committee, other Iraqi universities are used to form this committee.

Fourth, the committee chooses from among its members a coordinator.

V. The Promotions Committee shall have a secretary, preferably among the staff who are fluent in one of the living foreign languages.

VI. The term of membership in the committee is three years, renewable once .

Article 10-

First – The faculty member may submit a written request of the scientific promotion to the head of the competent department or the head of the branch in the colleges where there are no departments before three months from the date of completion of the period required for scientific promotion. Attached are four copies of each of his research or scientific publications.

II. The head of the department or branch shall transmit the application with the research or literature attached to the Promotions Committee within one week from the date of submission of the application.

Article 11

First – the request of the faculty member checked by the Scientific Promotions Committee . If it does not meet the conditions, inform the head of the department of this within a period not exceeding fifteen days. But if they find him meeting the conditions, during that period all researches and writings will be analyzed in secret books by three experts with the same competence as the promotion applicant and with long experience and a degree higher than his degree . One expert must be from other Iraqi universities, but if the competence of the promotion applicant is not available, then one of the experts may be from the Ministry of higher Education and Scientific Research if the competence of the promotion applicant is highly qualified or long experience and and had ph.D , other than in the case of promotion to a professorship.

Second, the Promotions Committee sends the research of the promotion of the professor to three experts, some from outside Iraq and others from within it.

Third – The experts shall submit their opinion within a period of sixty days from the date of the receipt of the research or the literature. If the answer is not received, the research and literature are sent to other experts with the same specifications mentioned in the three above paragraphs of this article and therefore the article.

Fourth – When the answer of the experts is received, the Promotions Committee will send within a maximum period of fifteen days the promotion to the University Council with recommendations in promotion and the opinions of experts, provided that the coordinator of the Committee submits a summary of the promotion to the head of the Committee and the Council shall submit the recommendation within a maximum period of fifteen days regarding the promotion to the Central Promotions Committee at the University.

Article 12

First, the president of the university forms a central committee for scientific promotions consisting of faculty members with the degree of professor, not less than seven members and not more than eleven members with different competencies.

Second, the term of membership in the committee is three years, renewable once, and the president of the university, in the absence of scientific competencies and academic degrees , may use other universities to form this committee

Article 13

The Central Committee for Scientific Promotions reviews the procedures of promotion with the preparation of a summary that includes the opinions of experts and the promotion committee in the college or the college council with its opinion on the scientific promotion to the president of the university if the promotion to the degree of teacher or assistant professor to decide on promotion, and to the university council if the promotion to the degree of professorship.

Article 14

The date of promotion shall be as of the date of submission of the application for promotion for the faculty member, or from the date of completion of the period required for promotion, as the case may be, when completing its requirements, provided that this has no financial consequences.

Article 15–

When the promotion is rejected or postponed, the president of the university or the university council, each according to his competence, informs the dean of the college of the rejection decision with his reasons, and the latter informs the applicant for promotion within seven days from the date of taking the decision to do so.

chapter three

Objection to promotion procedures

Article 16–

The applicant for promotion has the right to object to the rejection decision with the Central Objection Committee at the university and to the Country Objection Committee according to his Specialisation within a period of seven days from the date of notification of the rejection decision.

Article 17 –

First, an objection committee is formed in each university, consisting of seven members of teachers with the degree of professor, representing the different specialties, provided that one of them is specialized in the law, chosen by the university council and the president of the university name it’s president .

Second, members of the objections committee may not be among the deans or members of the scientific promotions committee in the college or the central committee for scientific promotions at the university.

Third – When the required competencies or scientific degrees are not available in the members of the Objections Committee, other Iraqi universities are used to form this committee.

Article 18–

First, a review committee is formed consisting of eleven distinguished faculty members in Iraqi universities with the degree of professor and various competencies, provided that one of them is specialized in the law, selected in a meeting chaired by the minister and attended by the heads of universities and the head of the technical institutes, and the minister is called president.

Second, the committee meets at the center of the Ministry of Higher Education and Scientific Research and has a secretary and the committee chooses from among its members as its coordinator .

Article 19–

First, the quorum of the objection committees mentioned in the two previous articles shall be completed in the presence of not less than two-thirds of the members and shall be taken by a majority of the number of attendees.

Second, the term of membership in these committees is three years, renewable once.

Article 20–

First, the Central Objection Committee at the University shall consider the objection submitted by the applicant for promotion to the decision of the College Council. If its decision is contrary to the decision of the College Council, the promotion will be submitted to the President of the University to decide on it. His decision in this regard shall be final, but if the objection to the decision of the President of the University and the Objections Committee issued a decision contrary to the decision of the President of the University, so the promotion shall be decided upon the University Council to decide on it and shall be considered a final decision.

Second, the Country Objection Committee shall consider the objection submitted by the applicant for promotion to the degree of professorship, if it finds that the objector is right in his application, it submitted its recommendations to the University Council to consider the scientific promotion again and its decision in this case is final.
