First: An Introduction

The Department of Scientific Affairs is a cornerstone in supporting and developing the academic and research journey at the university. It plays a pivotal role in organizing and monitoring scientific and research activities and fostering an environment of creativity and innovation, in line with the directives of the Ministry of Higher Education and Scientific Research and the university's strategic objectives.

The department works to build bridges of communication and cooperation between the university and various academic and scientific institutions, as well as state institutions, contributing to the application of scientific and research output to serve society and support sustainable development. It also oversees and manages several important scientific matters, including scientific research and studies, awards and honors for distinguished individuals in scientific competitions and reputable publications, patents, and academic development programs and teaching competency assessments. This enhances the quality of scientific performance and elevates the level of research output within the university.

Furthermore, the department strives to establish a culture of scientific research and encourage pioneering scientific initiatives, thereby creating an effective academic environment that supports researchers and develops their scientific and research capabilities.

Divisions affiliated with the department

1- Scientific Research Division

The Scientific Research Division is responsible for monitoring and organizing research activity at the university. This includes tracking completed, published, and pending research projects, and documenting them according to established regulations and guidelines. It also monitors the current state of scientific publishing and promotes a culture of publishing in reputable journals. Furthermore, it implements and disseminates the directives of the Ministry of Higher Education and Scientific Research to colleges and research centers, contributing to the enhancement of the quality of scientific output and the development of research performance at the university.

2- Government Program Division

The Government Program Division is responsible for monitoring the implementation of the indicators and objectives of the government program and the ministry's plans. This is achieved through collecting and documenting data on activities and achievements, and preparing periodic reports on progress rates. This contributes to supporting institutional performance and ensuring the achievement of the university's strategic goals.

Seventh: Duties and Responsibilities of the Scientific Affairs Department and Work Mechanisms

1. Granting and Modifying Academic Titles in Accordance with Academic Qualifications

Objective: To regulate the procedures for granting or modifying academic titles for faculty members in accordance with their academic qualifications and approved regulations.

Mechanism:

1. Submission of the request by the academic department through the Scientific Affairs Unit at the college.
2. Verification and review of supporting documents by the Scientific Affairs Department.
3. Issuance of the university order and documentation of the relevant records.

2. Granting the Title of Professor Emeritus

Objective: To benefit from the expertise of retired professors and address shortages in specialized and rare academic fields.

Mechanism:

1. Submission of the request from the academic department to the College Council.
2. Review and verification by the Scientific Affairs Department.
3. Presentation to the Professor Emeritus Committee.
4. Submission to the University Council for final approval.
5. Issuance of the university order and notification of relevant entities.

3. Management of the “Nadwati” Platform

Objective: To document and organize all scientific activities of the university.

Mechanism:

• Review and verify data related to conferences, seminars, workshops, and discussion sessions.
• Unify and coordinate the annual scientific plan.
• Monitor data entry and approval procedures.
• Issue approvals regarding postponement or cancellation requests.
• Prepare statistical and analytical reports.

4. Management of the Applied Research Platform and College Accounts

Objective: To direct research toward practical solutions and establish a centralized database.

Mechanism:

• Create college accounts and grant access permissions.
• Review and verify research project data.
• Prepare reports on achievements and beneficiary entities.
• Integrate with the Nadwati Platform and the recognition system.

5. Support of Scientific Research

Objective: To provide financial and moral support for scientific outputs.

Mechanism: Submission of request – review and verification – presentation to the committee – issuance of payment orders.

6. Recognition of Researchers

Objective: To encourage scientific excellence.

Mechanism: Unified application form – review and verification – issuance of appreciation letters – documentation.

7. Enhancement of University Journals

Objective: To advance university journals toward inclusion in international indexing databases.

Mechanism: Review editorial boards – monitor publication processes – coordinate with the Ministry.

8. Approval of Authored and Translated Books

Objective: To ensure the quality and academic integrity of content.

Mechanism: Submission of proposal – committee review – approval by the University Council.

9. Scientific Research Plan for Faculty Members

Objective: To monitor and support research serving community needs.

Mechanism: Electronic submission – approval – monitoring of progress and implementation.

10. Community Studies

Objective: To address issues and challenges within the governorate.

Mechanism: Receive requests – establish specialized teams – evaluate impact.

11. Scientific Sabbatical and Cooperation Agreements

Objective: To enhance knowledge exchange and collaboration.

Mechanism: Review applications – examine agreements – document and archive records.

12. Government Program Reports

Objective: To evaluate scientific and academic performance.

Mechanism: Receive reports – consolidate and standardize data – submit reports to the Ministry.
