Establishment
The Department of Postgraduate Affairs was established following its separation from the former Department of Research and Development, pursuant to University Order No. 3261 dated September 12, 2017. The department comprises the following divisions:
1. Student Affairs Follow-up Division
2. Admissions and Registration Division
3. University Orders Division
Key activities of the Graduate Studies Department (Core Mandate)
The Department of Postgraduate Affairs serves as the primary administrative authority for postgraduate divisions across all colleges. It acts as the liaison between the university presidency—via the Vice President for Scientific Affairs—and the Office of the University President. Externally, it maintains direct communication with the Ministry of Higher Education and Scientific Research (Research and Development Directorate) to regulate and oversee all postgraduate matters.
Key Responsibilities
• Enrollment Planning: Drafting, reviewing, and auditing admission plans and academic prerequisites submitted by university departments, ensuring compliance with effective postgraduate regulations prior to ratification by the University Council and final ministerial approval.
• Decree Issuance: Issuing university orders for student admissions, monitoring academic status from enrollment through graduation, and issuing final graduation decrees and ministerial circulars.
• Statistical Reporting: Maintaining dynamic metrics regarding student enrollment, academic dismissals, deferments, alumni, extension orders, and study leaves for university staff.
• Confidential Correspondence: The department operates an independent registry for standard and confidential mail.

The Department of Postgraduate Affairs is a vital administrative pillar at Wasit University due to its direct engagement with postgraduate students and faculty.
Our core responsibilities encompass managing admissions, monitoring academic progress, overseeing thesis defenses, handling deferments, and issuing graduation decrees.
The department is currently driving a digital transformation strategy to fully automate all operations from admission to graduation, establishing a comprehensive database for past and current postgraduate students. We consistently strive to lead among peer departments across Iraqi universities by ensuring the highest efficiency in executing procedures and issuing official directives.
Seventh: Organizational Structure & General Authorities
Mandate of the Head of Department
Pursuant to the vested authorities and the amended State Employees Discipline Law No. 14 of 1991, the Head of Department exercises the following duties to ensure operational efficiency:
- Overseeing incoming and outgoing inter-collegiate mail and managing digital archiving.
- Delegating duties and authorities among department personnel.
- Approving routine leaves up to ten days and validating medical leaves.
- Recommending extended routine/medical leaves and staff study leaves.
- Monitoring institutional performance and staff activities.
- Recommending disciplinary actions for non-compliance.
- Proposing letters of appreciation for exceptional staff performance.
- Recommending staff promotions, step-increases, and career advancements.
- Proposing regulated overtime assignments according to statutory frameworks.
- Representing the department at specialized academic and technical conferences.
- Developing staff performance and evaluating personnel for relevant authorities.
- Exercising any additional authorities delegated by the direct supervisor.
Prerogatives of Division Heads
- Monitoring staff attendance and adherence to official working hours.
- Assigning routine and public-interest tasks to division personnel.
- Reviewing and recommending staff leave requests.

- Auditing postgraduate graduation requirements and issuing degree-conferral orders.
- Issuing academic transcripts and degree certificates in Arabic and English.
- Issuing ceremonial graduation diplomas in Arabic and English.
- Disseminating ministerial circulars regarding postgraduate admissions.
- Compiling annual student enrollment statistics.
- Auditing the formation of Master’s and Doctoral defense committees.
Central Admissions Division
- Drafting and auditing admission plans and academic backgrounds from all colleges in alignment with postgraduate regulations.
- Processing admission results through the electronic enrollment portal and issuing admission decrees.
- Verifying study leaves for admitted government employees.
- Issuing decrees for the revocation of admissions based on statutory grounds.
- Reviewing proposals for introducing new postgraduate programs.
- Document authentication and verification.
Student Affairs Follow-up Division
- Issuing university orders for student reinstatement.
- Issuing decrees for the termination of academic status.
- Processing second academic extensions and second deferments.
- Auditing study leaves for deferred students or those with active extensions.
- Managing student transfers and guest-student hosting requests.
- Monitoring tuition fee reduction mechanisms.
- Overseeing the execution of Ph.D. comprehensive examinations per ministerial directives.
- Verifying the authenticity of graduation documents and university orders.
- Processing files for the introduction of new postgraduate programs.
- Establishing examination committees and monitoring final examination workflows.
