Introduction to the Department of Administrative and Financial Affairs / Administration

The department administrative and financial affairs / Administration ( formerly the Human Resources Department ) is one of the core departments at the University of Wasit . it was established in 2003 and is responsible for managing and organizing the affairs of the University’s workforce , ensuring the smooth functioning of administrative operations in accordance with the applicable laws , regulations , and instructions.

The Department undertakes a wide range of responsibilities , most notably managing matters related to appointments , promotions , Annual increment , leaves , employee transfer and secondment and retirement procedures. It is also responsible for organizing the University’s staffing structure and monitoring it’s human resource requirements. Furthermore, the Department works to enhance administrative performance and improve employees’ competencies by following up on training programs and coordinating with relevant entities , thereby contributing to the achievement of the University’s objectives and the improvement of institutional performance.

The Department is committed to delivering efficient and transparent administrative services that enhance the university work environment and support the academic career of the university of Wasit.

Vision, Mission, and Objectives

A. Vision :-

to achieve excellence in human resource management and administrative affairs through the implementation of best modern administrative practices , thereby contributes to creating an effective and supportive academic work environment to achieving the University’s strategic goals.

B. Mission :-

to provide distinguished administrative services and effective human resource management in accordance with the applicable laws and regulations , ensuring efficient management of the university’s workforce while promoting transparency , integrity , and institutional excellence.

C. Objectives :-

  • To manage and organize the affairs of the university’s personnel in accordance with the applicable laws , regulations , and instructions.
  • To provide qualified human resources that meet the University’s needs and organizational structure , while enhancing employees’ performance and efficiency through continuous training and professional development , and promoting the principles of transparency , fairness , and equal opportunity in all administrative procedures.
  • To automate and simplify administrative procedures in order to expedite the completion of transactions , improve the quality of services , prepare and maintain the University’s staffing establishment , and monitor workforce movement to ensure the optimal utilization of human resources.
  • To support the University’s strategic plans by providing an effective , motivating , and productive administrative work environment.

It’s my pleasure to welcome you to our division , which is one of the principal divisions of the University . the division is responsible for organizing and managing human resources and delivering administrative services that support the University’s academic and administrative activities.

Our Division works with a spirit of teamwork and is committed to the principles of justice , transparency , and efficiency . We strive to improve administrative performance, simplify procedures , and enhance the quality of the services we provide in a manner that aligns with the University’s vision and serves all members of our University community.

In conclusion , we reaffirm our commitment to continuing our dedicated efforts and constructive cooperation with all University divisions in order to contribute to achieving the University’s academic and administrative objectives . We also extend our sincere wishes for the continued progress , prosperity , and success of the University of Wasit.

Achievements and Services

The department has developed its administrative procedures in accordance with the applicable laws , regulations , and instructions. It has also updated the personnel service records of the University Presidency staff , including both academic and administrative personnel , numbering more than 500 personnel. In addition , the Department continuously contributes to implementing administrative reform plans , streamlining procedures , and strengthening coordination with the University’s eighteen organizational units, thereby ensuring the efficient and timely completion of administrative transactions.

 Supporting digital transformation in human resource management and continuously improves the quality of its services. Its key functions include:

  • Processing appointment , confirmation of appointment , transfer , nomination , secondment , and loan ( assignment ) procedures.
  • Preparing minutes and issuing university orders related to promotions , increments , service credits , modifying job titles , degree recognition , and political dismissal cases.
  • Issuing University administrative orders for all types of leave , including annual leave , sick leave , maternity leave , five-year leave , unpaid leave , study leave , full-time caregiver leave , and medical disability leave.
  • Organizing , maintaining , and updating personnel service records.
  • Preparing human resources statistics and reports.
  • Issuing administrative orders concerning service extension and retirement.
  • Monitoring the human resources requirements of the University’s organizational units and coordinating with them accordingly.
  • Providing administrative support and consultations to ensure the smooth conduct of work.
  • Issuing University administrative orders for employment verifications to all state departments based on staff requests , as well as orders for domestic official missions.
  • Updating the organizational structure and job descriptions in line with the University’s requirements and operational needs.
  • Archiving incoming and outgoing administrative correspondence .
  • Updating the employee job numbers for our University personnel in coordination with the Ministry of Higher Education and Scientific Research and the Ministry of Planning.

 The department pursues its continuous efforts to develop its administrative services , in alignment with Wasit University’s visions and mission to provide distinguished administrative services , fostering a productive work environment , and achieving the highest standards of efficiency and quality .
